What’s separate.
The quote should identify the gutter lengths and sections that can be reached, the debris to be removed and what happens to it afterwards. A gutter hidden behind a roof detail or fitted with guards may need a different approach from an open, accessible run.
Dark marks on the outside face do not tell you whether the gutter is blocked inside. Face washing is about cleaning that exterior surface; internal clearing deals with the water channel. A house wash can include the visible gutter face where specified, while leaving internal clearing as a separately listed task.
An overflowing gutter can have more than one cause. Debris may be involved, but damage, alignment, roof-water volume or a blockage elsewhere can also need attention. A cleaning quote should state whether any downpipe check or flushing is included. It is not a promise to repair the drainage system or clear underground pipes.
